How to Get a Driving Licence in Delhi?

Driving your own car can be one of the most exhilarating experiences. If you don’t own a car, you can borrow one from a friend or a relative and enjoy the thrill that comes with driving it on the roads. You can also get a self-drive car for rent from third-party car rental apps, such as Zoomcar, JustRide, and Revv.
However, one thing that you need to compulsorily have before you can take a car out for a drive in India is a driving licence. As per the Motor Vehicles Act of 1988, no person is permitted to drive a car, two-wheeler, or any other motor vehicle in any public place in India unless he or she has a valid driving licence issued by the Road Transport Authority (RTA). Another mandatory document that you need to have at all times is insurance for cars and bikes.
After the latest amendment in the Motor Vehicles Act in 2019, if a person is caught driving a vehicle anywhere in India without a valid driving licence, he or she may have to pay a penalty of up to ₹10,000 or face imprisonment of up to three months or both.
Similarly, by the same law, if you are caught driving without having valid insurance for cars, you can be fined ₹2,000 for the first offence, and ₹4,000 for the repeated offence.
What is a Driving Licence?
A driving licence is a document issued by the Road Transport Authority (RTA) of India, and it permits the licence holder to drive the respective category of vehicle(s) anywhere in India. The driving licence is issued to a person after he or she clears the driving test for each category of vehicle. Before issuing the final driving licence, the RTA issues a learner’s driving licence to first-time applicants.
A driving licence can also serve as a personal identity card for a person. It carries the information of the licence holder, including his or her name, residential address, colour photograph, unique driving licence code, the issuing RTO, and the categories of vehicles he or she is permitted to drive.
Types of Driving Licences
Three types of driving licences are issued in India. These include:
- Learner’s driving licence
A learner’s driving licence is issued if the applicant is applying for the driving licence for the first time. It is a provisional licence that permits the licence holder to learn and practice driving. A learning licence in Delhi and across the country is issued with a validity of six months. After the completion of the first month, a learner’s licence holder can apply for a permanent driving licence.
- Permanent driving licence
A permanent driving licence is issued after the learner’s driving licence. A permanent driving licence holder can freely drive the respective category of vehicle anywhere in India. A permanent licence is issued only if the applicant clears a driving competency test, which includes an online test and a road test. It is the same for Delhi.
- Commercial driving licence
A commercial driving licence is issued to those willing to drive commercial vehicles in India, such as taxis, buses, trucks, autos, etc. To get a commercial driving licence in India, an applicant needs to be at least 20 years of age.
Eligibility Criteria for Driving Licence
The eligibility criteria for getting a driving licence in India depend upon the type of licence and the category of vehicle.
To apply for a learner’s licence, the applicant should be at least 18 years of age. However, the minimum age requirement for a gearless scooty is 16.
He or she must be aware of all traffic rules.
To apply for a permanent licence, the applicant must be holding a learner’s licence issued at least a month ago.
For a commercial licence, the applicant should be at least 20 years of age. Also, he should have received training from a government-authorised training centre.
How to Get a Driving Licence in Delhi?

How to Apply For a Driving Licence in Delhi?
Earlier, the process to apply for a driving licence in Delhi was only offline. But thanks to the evolution of technology, you can now apply for a driving licence in Delhi both online and offline.
Here’s how to apply for a driving licence in Delhi:
- Online Process
Visit the Delhi Government’s website - https://transport.delhi.gov.in/home/transport-department — and click on the “Driving Licence Related Services” option.
Fill up the application form to apply for a learning licence in Delhi. Submit the duly-filled application form and upload the required documents.
Note down the application number and take a printout of your learning licence
Book a driving test slot at the Regional Transport Office (RTO) of your area. Then, visit the RTO at the appointment date for your driving test
A motor vehicle inspector will take your on-road driving test. If you clear the test, a permanent driving licence would be issued to you. If you fail, you can apply for a re-test after seven days.
Record your biometrics and photograph to be printed on the DL. Pay the required fees and collect the receipts
You will receive your driving licence at your residential address within a few days. You can also collect it from the RTO
- Offline Process
Visit the RTO of your area and ask for the Form 4
Fill and submit the form at the RTO along with the required documents for the driving licence
Pay the requisite fees and collect your learning licence from the RTO
After one month, you can visit the RTO to book your driving test slot. Thereafter, you can follow the steps from 4 to 7 as mentioned above
Documents Required for Driving Licence in Delhi
Below is the list of documents required for driving licence test in Delhi:
Duly-filled driving licence application form or form 4
Your passport-size photographs
Form 5, 14, and 15 (if you’re applying for a commercial licence)
Original copy of your learning licence
A valid address proof (Ration card, Aadhar card, Voter ID card, etc.)
A valid age proof (PAN card, Aadhar card, birth certificate, etc.)
A receipt of ₹400 paid for the DL
