2. Form 30 duly filled and signed by the transferee (buyer).

• Transfer of car registration in the case of the auction of a car: If you purchase a car in a public auction, you must submit Form 30 to the relevant Regional Transport Office within 30 days of the purchase to get possession of the vehicle. Remember that you need to pay the prescribed fee to initiate the aforementioned process.

• Transfer of car registration in the case of the death of its previous owner: Upon the death of a car's owner, its ownership passes to their legal heir. However, the legal heir of the deceased car owner needs to intimate the relevant Regional Transport Office about the death of the car's owner not later than 30 days from the occurrence of the event.

In addition to the above, the aforementioned legal heir must also relate their intention to use the vehicle to the RTO. It must, however, be noted here that if the legal heir of a deceased car owner wishes to continue using the car for a period exceeding three months, they are required to submit Form 31 and the necessary fee for the transfer of the ownership and registration of the car. • The original registration certificate of the car;
• The car's insurance policy;
• A copy of the original invoice of the vehicle;
• A copy of the car's Pollution Under Control (PUC) certificate;
• The respective PAN cards of the transferor and the transferee;
• A printout of the car's Chassis Number and Engine Number;
• The respective proofs of the addresses of both the transferor and the transferee;
• The recent passport-sized photographs of the transferor and the transferee.

Here are the steps required for the inter-state transfer of car registration in India through offline mode.

• The seller of the vehicle must get a No Objection Certificate (NOC) from the relevant bank if there existed a vehicle loan on the car;
• The car's seller must then obtain a No Objection Certificate from the Regional Transport Office where the vehicle was originally registered;
• Once the NOC has been obtained from the RTO mentioned above, the buyer of the car must apply for re-registration of the vehicle at their RTO, following which the car shall be issued a new registration number and registration certificate.

It is important to note that the re-registration of a vehicle in a new state includes a charge for road tax. Therefore, if you have re-registered a vehicle and subsequently moved to another state, you can apply for a refund of the Road Tax paid at the relevant RTO in the previous state. This refund may take up to six months to be processed.

• The original registration certificate of the car;
