How to Transfer Car Registration? A Complete Guide

Are you thinking of selling your existing car and purchasing a new one? If that is the case, then you must note that it is legally mandatory to transfer your car's registration certificate to its new owner. In order to transfer car registration from one owner to another, there is a specific procedure that needs to be followed. This process is different for the transfer of car registration within a state and between different states.

Aside from transferring your car's registration upon its sale, you must also transfer the car insurance policy to the new owner. It is mandatory to have a valid vehicle insurance policy for all vehicle owners in the country, and with the advent of online auto insurance, purchasing and renewing car insurance has become an easy and quick process. Most car insurance companies in India now sell vehicle insurance online.

In addition to the scenario of the sale or purchase of a used car, the transfer of car registration from one owner to another may be required in the following events:

  • The death of the previous owner of the car;
  • The auction of a car;
  • The transfer of a car registered in the name of someone in your family.

Here Is How You Can Transfer Car Registration

The process of transfer of car registration varies depending on the circumstances requiring the transfer and whether the transfer is within the same state in India or across state borders. It is important to note that the car registration transfer fee is also determined by the aforementioned factors.

Transfer of Car Registration within the Same State in India

If you wish to transfer car registration within the same state in the country, there can be three different scenarios, which have been discussed below.

  • Transfer of car registration in the case of the sale of a car: In the event of a normal sale of a car, the seller needs to transfer the car's ownership and registration to its buyer. To this end, the following documents are required to be submitted to the local Regional Transport Office.
  1. Form 29 duly filled and signed by the transferor (seller);
  2. Form 30 duly filled and signed by the transferee (buyer).

The aforementioned forms must be submitted to the relevant RTO within 14 days of the car's transfer, along with the applicable fee.

  • Transfer of car registration in the case of the auction of a car: If you purchase a car in a public auction, you must submit Form 30 to the relevant Regional Transport Office within 30 days of the purchase to get possession of the vehicle. Remember that you need to pay the prescribed fee to initiate the aforementioned process.

  • Transfer of car registration in the case of the death of its previous owner: Upon the death of a car's owner, its ownership passes to their legal heir. However, the legal heir of the deceased car owner needs to intimate the relevant Regional Transport Office about the death of the car's owner not later than 30 days from the occurrence of the event.

In addition to the above, the aforementioned legal heir must also relate their intention to use the vehicle to the RTO. It must, however, be noted here that if the legal heir of a deceased car owner wishes to continue using the car for a period exceeding three months, they are required to submit Form 31 and the necessary fee for the transfer of the ownership and registration of the car. Here are the documents that are required to transfer car registration in all the scenarios mentioned above:

  • The original registration certificate of the car;
  • The car's insurance policy;
  • A copy of the original invoice of the vehicle;
  • A copy of the car's Pollution Under Control (PUC) certificate;
  • The respective PAN cards of the transferor and the transferee;
  • A printout of the car's Chassis Number and Engine Number;
  • The respective proofs of the addresses of both the transferor and the transferee;
  • The recent passport-sized photographs of the transferor and the transferee.

Depending on the scenario of the car registration transfer in play, certain additional documents may need to be submitted. You can check the list of those documents on the official website of Parivahan. It is possible to submit a car registration transfer application online by following the steps listed below.

  1. Visit the official website of Parivahan;
  2. Select 'Vehicle Related Services';
  3. Choose the appropriate RTO;
  4. Submit the necessary documents and fee to complete the process.

Remember that the car registration transfer fee is between ₹300 to ₹500 in most Indian states in the case of the online transfer process and ₹500 to ₹2,000 in the case of the offline transfer process.

Transfer of Car Registration Between Different States in India

If the buyer of your car is from a different state, then the process of transfer of car registration can be completed online, provided both the states offer the functionality of the said process. However, if that is not the case, you must fulfil the steps for the transfer of car registration offline. Here are the steps required for the inter-state transfer of car registration in India through offline mode.

  • The seller of the vehicle must get a No Objection Certificate (NOC) from the relevant bank if there existed a vehicle loan on the car;
  • The car's seller must then obtain a No Objection Certificate from the Regional Transport Office where the vehicle was originally registered;
  • Once the NOC has been obtained from the RTO mentioned above, the buyer of the car must apply for re-registration of the vehicle at their RTO, following which the car shall be issued a new registration number and registration certificate.

It is important to note that the re-registration of a vehicle in a new state includes a charge for road tax. Therefore, if you have re-registered a vehicle and subsequently moved to another state, you can apply for a refund of the Road Tax paid at the relevant RTO in the previous state. This refund may take up to six months to be processed.

Here are the documents that are required to transfer car registration across state borders:

Documents to be submitted by the seller to obtain No Objection Certificate from the RTO where the vehicle was originally registered:

  • The original registration certificate of the car;
  • The car's insurance policy;
  • A copy of the car's Pollution Under Control (PUC) certificate;
  • A printout of the car's Chassis Number and Engine Number;
  • Form 27 and 28

Documents to be submitted by the buyer to re-register the car at a new RTO in a different state than its original RTO

  • A copy of the original registration certificate, car insurance policy, and PUC certificate;
  • The No Objection Certificate from the previous RTO;
  • Form 29 and 30 for re-registration of the car;
  • A photo identity proof;
  • A local address proof;
  • A self-addressed envelope, containing stamps amounting to ₹30.

Documents to be submitted to claim Road Tax refund

  • Duly filled and signed application form for the refund of Road Tax;
  • A copy of the new registration certificate of the car;
  • A copy of the original registration certificate of the car;
  • The car insurance policy;
  • Duly filled and self-attested RTO Form 16;
  • A photo identity proof;
  • A local address proof.

You can opt for the online transfer of car registration if the transfer is within the same state of India. The process is quicker and more cost-effective than its offline counterpart. However, in the case of interstate transfer of car registration, an online transfer is only possible if both the states offer said facility. Therefore, you may have to opt for the offline mode to transfer car registration across states.
