When you buy a new bike, you need to avail a registration number under your name through a Regional Transport Office (RTO) so as to take it out on the road. Similarly, when you buy a used bike, you need to avail the ownership from the seller to your name.

The reason why it is necessary to transfer the bike ownership:

  • It is mandatory under the Motor Vehicles Act.
  • The individual who holds the ownership of the bike possesses all the legal rights in regard to the said bike. So, if you fail to avail the ownership of a used bike, its previous owner would still continue to have all the rights, and thus, it would be difficult for you to claim a bike insurance policy if it ever meets with an accident.

Now, let’s peek into the details of the bike RC transfer process that you can utilise while purchasing a used bike.

Bike Ownership Transfer Process

The process of transferring the bike ownership needs to be initiated from both the buyer’s as well as the seller’s end. It requires the submission of all essential documents to bring in effect the ownership of a two-wheeler from the previous owner to a new owner.
Here are a few steps that you need to follow during the bike transfer process:

  • If you are a buyer of a used bike, make sure all the relevant documents have been duly signed and transferred from the seller to you. The document list comprises — the sales receipt, registration certificate, road tax certificate, insurance policy, pollution certificate, and forms 28, 29, and 30.
  • In case you are a seller of a used bike, you need to submit all the aforementioned relevant documents duly signed by you and the buyer at the Regional Transport Office, where the two-wheeler was registered.
  • If the bike transfer process is happening due to the owner’s demise, it would be initiated by the legal heir of the owner.
  • Once all the essential forms and documents have been filed with the RTO, in addition to the payment of the bike transfer charges within the specified duration, the transfer of bike ownership will be processed.
  • And thus, the bike ownership will then be transferred from the seller to the buyer upon the successful verification by the RTO.
  • Besides the above steps, you need to take care of the below pointers as well during the transfer process:
  • The new owner needs to inform the concerned authority with respect to the transfer process within 30 days of transfer completion.
  • If the ownership transfer is to be completed within a state, the concerned authority must be informed about the transfer within 2 weeks. If it is an inter-state transfer, the authority should be informed within 45 days.

Online Bike RC Transfer Process within State

  1. Visit the Parivahaan website and select the option of ‘Online Services’.
  2. Select ‘Vehicle Related Services’ from the drop-down menu.
  3. Click on ‘State’ and then proceed as required.
  4. Enter the existing registration number, and click on ‘proceed’.
  5. Go forward with the ‘Transfer of Ownership’.
  6. Enter the chassis number and mobile number to generate the OTP and complete the verification process.
  7. Click on ‘Show Details’.
  8. Make the payment and download your receipt.

Documents Required for Bike RC Transfer

Let’s take a look at all the essential bike transfer documents that you need to submit to the Regional Transport Office. This not only makes the whole process smoother but also reduces the chance of rejection.

Registration Certificate: A registration Certificate (RC) serves as proof of a two-wheeler’s registration. The RC comprises several details with respect to the owner and the vehicle in question. It is crucial to verify all the details mentioned in an RC, including the owner’s name, engine type, chassis number, etc., in order to confirm the vehicle’s authenticity.

Pollution under Control Certificate: It is essential to check the validity of a Pollution under Control (PUC) Certificate while buying a used two-wheeler vehicle. It certifies that the two-wheeler meets all the emissions and pollution control criteria laid down by the transport authorities. The bike owner needs to submit this certificate during routine checks.

Insurance Certificate: Insurance for 2 wheeler is another vital document required for bike RC transfer. For, under the Motor Vehicles Act, every vehicle must possess a valid insurance policy. Thus, it is mandatory to produce this certificate to bring the bike ownership transfer into effect. If the insurance policy expires, you may either renew the policy or purchase a new one for your 2-wheeler in a few steps.

Sales Receipt: If you purchase a used bike, you must obtain a sales receipt from the seller. It must specify the bike transfer price and carry the seller’s signature as a confirmation of the sale. It must also carry the details of add-ons (if any) and taxes paid during the process of bike transfer. A sales receipt carrying the signature of both the seller and buyer confirms sale completion with mutual agreement of both parties.

Transfer Deed: A transfer deed serves as proof of ownership transfer and sale of the bike. It carries the name and address of both parties along with other details, like the engine number, registration number, chassis number, etc. Once it is duly signed by both parties while affixing a revenue stamp, it ensures that the previous owner does not possess any legal liability in regard to the mentioned vehicle.

Road Tax Certificate: A road tax certificate serves as proof of road tax payment. While buying a used bike, it is essential to acquire this certificate from the previous owner, for you are also required to furnish this certificate in addition to the other bike transfer documents with the RTO. Besides the aforementioned documents, you are also required to submit a few necessary forms with the RTO:

Form 28: This form serves as a No Objection Certificate (NOC). The seller has to submit 3 copies of this form when a vehicle is transferred from one state to another.

Form 29: This form serves as the bike’s Notice of Ownership Transfer. The seller has to submit 2 copies of this form in order to inform the RTO about the sale.

Form 30: This form acts as a confirmation of the previous form. The seller has to submit 2 copies of Form 30 to report the ownership transfer to the RTO.

In addition to the above-mentioned forms and documents, a buyer is also required to submit:

  • A valid proof of address
  • A valid proof of identity, and
  • Two passport-sized photographs

Bike Ownership Transfer Charges

The fee payment details with respect to the bike transfer charges are as follows:

For bikes: It is between ₹30 to ₹35.

For cars: It is between ₹1,500 to ₹10,000.

Apart from that, the RTO also charges ₹200 as a smart card fee.


When a two-wheeler is sold, all the financial and legal liabilities associated with it are also transferred from the previous owner to the new owner. Therefore, it is essential to acquire proper knowledge of bike RC transfer before you proceed with the process.
