Second-hand two-wheelers are a popular choice for many people. They can help you save money and can be conveniently bought from dealers or friends. You may also inherit a second-hand bike from a loved one after their demise. Irrespective of the reason, you are legally required to complete the procedure of transferring the ownership. Bike ownership transfer can include handing over the Registration Card (RC) and the bike insurance policy from the old owner to the new. This is a straightforward and hassle-free process but still requires some attention.

What is an RC Book?

If you are wondering what is an RC book? Here is the answer. A bike's RC is official proof of its registration. The issuance of the RC number means the motorised vehicle is now registered in an individual's name. It is given to the buyer of the bike when the purchase process is complete. It can either be obtained from the dealer or by contacting the Regional Transport Office (RTO) directly. The RC remains with the owner of the bike. So, if the bike is sold or the ownership is being transferred due to the original owner's death, the RC has to be transferred to the new possessor.

The RC book generally contains information like:

  • Model number
  • Body type
  • Cubic capacity
  • Month and year of manufacture of the bike

How to Transfer RC of Bike?

Here are the steps for bike RC transfer:

  • Visit the RTO in your city or go to the Parivahan Sewa website on the internet.
  • Fill out Form 28 or the No Objection Certificate, and submit three copies to the RTO.
  • Fill out Form 29 with information on the bike sale and submit two copies to the RTO.
  • The buyer also has to fill out Form 30 and submit two copies to the RTO.
  • Submit the necessary documents mentioned in the previous section.
  • Submit a copy of the address proof and three passport size photographs.
  • Fill Form TCA if the two-wheeler in question is a transport vehicle.
  • In the case of the bike owner's demise, submitting the death and succession certificate is also mandatory. In addition, the applicant also has to fill and submit Form 31.
  • In the case of a public auction, the applicant has to submit Form 32 and a certified copy of proof of authorisation by the central or state government for the vehicle's auction. The applicant also needs to submit a certificate confirming the sale of the vehicle signed by the person authorised to conduct the auction.

Bike Ownership Transfer Cost

The bike RC transfer can result in the following fees:

  • The RTO charges between ₹30 and ₹35 for the transfer of vehicle ownership. The precise fee can differ for each state.
  • There is an additional smart card fee of ₹200.

  • A two-wheeler's ownership can be transferred in three cases only. The first is if the bike owner has passed away, the second if the bike is being sold to someone else, and the third in the case of a public auction.
  • The seller has to write an application to the RTO of the city where the bike was initially registered.
  • If the bike is being sold within the state, the seller has to inform the RTO within two weeks of the sale. However, if the bike is being sold outside the state, the seller has to inform the RTO within 45 days. Additionally, the buyer has to notify the RTO about purchasing the second-hand bike within 30 days of the transfer of ownership.
  • If the vehicle's original owner has passed away, the legal heir must inform the RTO within 30 days of the owner's demise.
  • The insurance policy for the bike has to be transferred to the new owner within 14 days of the transfer of the ownership.

Process of Transferring the Two-Wheeler Insurance Policy Certificate to the New Owner

Here are the steps to transfer the ownership of the insurance policy for the bike:

  • Once the ownership has been transferred, the buyer has two weeks to transfer the insurance certificate to their name. This can be done by contacting the insurance company. After that, the buyer can either transfer the 2 wheeler insurance online or visit the nearest insurance office in person.
  • The buyer must inform the insurance company about the purchase and update personal details like name, address, age, etc.
  • Next, the buyer has to submit copies of address proof, a copy of the bike's RC book and two passport-sized photographs to the insurer.
  • The insurer will check all information and proofs and initiate the transfer process.
  • Depending on the type of policy, the buyer may have to pay an additional fee for the new insurance certificate.
