Apply For a Passport Without the Birth Certificate

The Ministry of External Affairs (MEA) of the Indian government has implemented a few changes to the process of applying for a passport to make it more streamlined and practical. One of these initiatives is allowing citizens to apply for passports without birth certificates.

Application for a Passport in the Absence of a Birth Certificate

Under amendments to the policy regarding passports published in December 2016, an individual no longer needs to provide a birth certificate to apply for a passport. Alternatively, the applicant may present any of the documents the government lists. According to the Passport Regulations of 1980, anyone born on or after January 26, 1989, who wishes to apply for a passport must provide a copy of their birth certificate as a form of identification. However, because of a recent change in the law, it is now possible to use different kinds of documents in place of birth certificates.

The process of issuing passports to applicants has been made more streamlined and liberalised with the decision to accept additional documents as proof of date of birth (DOB). To prove that they meet the requirements for obtaining a passport, applicants who do not have a copy of their birth certificate must now present one of the following documents alongside their application:

The Official Recorder of Births and Deaths

1. Municipal Corporation

A designated body has been authorised by the Registration of Births and Deaths Act of 1969 to issue a birth certificate to a kid born in India.

**2. Certificate of school leaving/Matriculation/Transfer **

The applicant may use either the college/university transfer certificate, the school leaving certificate, or the matriculation certificate to fulfil the requirement for proof of DOB, provided that the certificate contains the DOB of the applicant.

**3. Aadhar Card/E-Aadhaar **

Aadhaar is currently necessary for various applications and verification processes and can also be helpful for those processes. As a result of the fact that an Aadhaar is significant since it contains demographic as well as biometric information about a person, the Ministry of Foreign Affairs (MEA) has permitted applicants to provide their Aadhaar as proof of DOB A further benefit of having an Aadhaar number is that it can help applicants move more quickly through the process of applying for a passport.

**4. Card with Permanent Account Number (PAN) **

The new regulation enables an individual to use their Permanent Account Number (PAN) Card as proof of date of birth. If you have a valid PAN Card issued by the Income Tax (IT) Department and it mentions your DOB, then you can use that instead of any other documents mentioned in this list.

**5. Service Record **

Those employed by the government with a copy of either their Pay Pension Order or their Service Record Extract can apply for a passport (applicable to retired employees). The document needs to be adequately attested or certified by the individual who is responsible for the administration of the ministry or department. In addition, the applicant's date of birth must be included on the document to fulfil the requirements for proof of DOB.

6. Card for Identifying Voters

The Election Picture Identity Card (EPIC), which the Election Commission of India issues, has also been included in the list of acceptable documents that one can utilise in applying for a passport. This is the case for all countries in the world. However, for the Voter Identification Card to be regarded as valid for the application, it is required to display the applicant's date of birth on the front of the card.

**7. Driving License (DL) **

A valid driving licence granted by the Transport Department or Authority of the State Government is also mentioned among the documents that one can utilise for the procedure used to apply for a passport, which is because it carries the DOB on it.

8. Policy Bond

A policyholder can use a Policy Bond issued by the Public Life Insurance Corporations/Companies to provide it as proof of DOB, provided there is a mention of their DOB on the policy bond. This is provided that the policy bond mentions the policyholder's DOB.

Applicants can use any specified documents to complete the application procedure for a passport, regardless of whether they are applying for a new passport or a reissue of an expired one.
