The Process of Transfer of a Bike Registration Certificate in India
The procedure to transfer a bike registration certificate in India typically involves several steps:
Obtain a No Objection Certificate (NOC) from the Regional Transport Office (RTO), where the bike is currently registered. This certificate is required to prove that the bike is not involved in any legal issues and that the current owner has no objections to the transfer of ownership.
Fill out Form 29 and Form 30, which are required to transfer ownership. These forms are available at the RTO office and can also be downloaded from the official website of the Ministry of Road Transport and Highways.
Submit Form 29, Form 30, NOC, and original registration certificate along with the necessary documents like ID proof and Address proof of the new owner.
Pay the relevant fee for the transfer of ownership at the RTO office.
The RTO will verify the bike transfer documents and process the application. Once the application is approved, the RTO will issue a new registration certificate in the new owner's name.

Visit the Parivahan webpage.
To transfer a bike, select the Online Service option.
Select the state where you now reside to continue.
Please provide the most recent Registration Number.
Select the ownership transfer option.
Give your phone number and the bike's chassis number.
You will now get an OTP on your registered mobile device.
Fill in the OTP and complete the verification process.
Tap the "Show Details" button to continue.
Finally, make the necessary payment.
Download the receipt and carry it with you.
Offline Process
Download the application you need for the transfer process.
Fill out the application.
Submit the form together with the other required documents.
Make the fee payment right away.
You will receive the new RC from the RTO.
Bike Ownership Transfer Documents Needed for RC Transfer within a State
Here are all the documents required to transfer bike ownership that you will need handy to start the process:
The copy of your Bike RC
The copy of your valid insurance for the bike
The PUC certificate copy
Engine and chassis numbers of the two-wheeler
Transfer deed
Address & identity proof of the new owner of the bike
Road Tax Certificate
Sales Receipt of the bike

For RC transfer from one state to another, much like in the case of RC transfer within a state, you would need all the documents required for the RC transfer of a bike listed above, in addition to a few others, as listed below:

Two-wheeler ownership transfer fees of ₹30 to ₹35 must be paid for a bike transfer, while a smart card fee of ₹200 must be paid to the RTO. For cars, this price could range from ₹1,500 to ₹10,000.
Total Time Required for RC Transfer of a Bike
The procedure may vary depending on the state's RTO and the specifics of the RC transfer.
