In India, regardless of driving experience, every vehicle owner must have a valid driver's licence if they wish to freely drive their vehicles. This is legally mandated under the Motor Vehicles Act, which states that anyone wishing to drive their vehicle in India must have a valid driver's licence issued by a recognised licencing authority.

You must also ensure that you pay the driving license fees in India to get your driver's licence issued to you, and paying these fees also ensures its validity. Once issued, it will remain valid for up to 20 years or until you reach 40, after which it will need to be renewed for 10 years and then for 5 years.

These renewals come with separate driving licence fees that must be paid to ensure the validity of your driving licence. So what is the cost of a driving license in India? Read on as we explain India's driving licence fee structure and how you can pay your driving license charges online.

What is a Driver's Licence (DL)?

A driver's licence is a type of identity-proof document issued by a licensing authority after you pass a driving test and have paid the respective driving license charges. It is one of the four essential documents that you must always have on hand when you are on the road.

These documents include a driver's licence (DL), motor insurance certificate, vehicle registration certificate (RC), and a Pollution Under Control (PUC) certificate.

For example, if you are a bike owner, you will need your driver's licence, bike registration certificate, two-wheeler insurance certificate, and PUC (Pollution Under Control) certificate to present to the traffic police if you are ever pulled over.

Lastly, obtaining a driver's licence is a multi-step process, where you must pass a written test, a practical driving test and a vision test, after which you must pay your driving licence fees to be issued a valid licence in India.

Types of Driver's Licences in India

You can get different types of driving licences in India based on your eligibility:

- Driver's Licence (DL) (Personal): This is a regular driver's licence that all motorists in India must have. You must be 18 years or older and pass a written test, a practical driving test, and a vision test to be issued a DL.

The driving licence charges for a personal driver’s licence involve having to pay a test fee and an issuance fee.

- Learner's Licence (LL): A learner's permit is issued to those under 18 years of age with the consent of their parent or legal guardian. It allows the holder to drive a motorcycle without gear in India.

- International Driver's Licence: An international driver's licence allows you to drive your vehicle in other countries.

These licences are only issued to those over 18 years with a valid driving licence, and it requires an additional driving licence fee to be issued.

- Commercial Driving Licence: A commercial DL is required if you intend to drive a commercial vehicle. It is as good as a personal DL and can be used for commercial and private vehicles. To qualify for one, you must be over 20 - 21 years of age and have obtained the minimum pass marks for Std. 8.

Each driver's licence type has its own separate driving licence fees. If you are caught driving without a valid licence in India, you are liable to various face fines and penalties depending on the nature of your offence.

What are the Penalties for Driving Without a Licence in India?

- Fines/Challans/E-Challans: These are the most common penalties issued if caught driving without a driver's licence. The process involves the traffic police issuing a Challan or E-Challan that must be paid within a specified due date.

Failure to do so can invite more fines, and you will also be issued a court summons to settle your fines there. The fine rates can vary depending on your offence and your state of residence.

For minors, the parents or guardians will be issued a fine instead.

- Imprisonment: 3 months of imprisonment is often accompanied by fines of up to ₹5000 and is issued for more extreme cases of rash driving without a licence. It is also issued in cases of drunk driving/intoxication.

- Rejection Of Insurance Claims: While this may not be a legal penalty, it is a loss if your vehicle gets damaged. This is because, in cases of accidents or collisions, your insurer will not cover the repair costs and can reject your claims if they come to find that you were driving without a DL.

Since driving without a licence is considered a traffic law violation, it violates policy terms for car and bike insurance policies. This means you have to pay the entire repair cost out of pocket for you and the third party.

- Seizure of Vehicle: Your vehicle can also be seized in some cases if you are caught driving without a valid DL or an expired license. Your vehicle will only be returned after you have paid your fines to the concerned authorities.

- Paying the DL/LL Application Fee:

Visit the Sarathi Parivahan portal.

Scroll down to the bottom of the page and choose your respective state from the dropdown list.

Hover over the Fee Payments tab and click on 'Fee Payments'.

Click on 'E-Payment' on the top tab and click ‘Application Fee'.

Click 'Proceed' and enter your application number and date of birth, and click 'Click Here To Calculate Fee' to know your driving licence fees.

Your fee details will be displayed on the table under 'Transaction Details'.

Next, enter your payment details under Payment Options and click 'Pay Now'.

- Paying The Driving Licence Retest Fee:

Visit the Sarathi Parivahan portal.

Scroll down to the bottom of the page and choose your respective state from the dropdown list.

Hover over the Fee Payments tab and click on 'Fee Payments'.

Click on 'E-Payment' on the top tab and click 'Retest Fee'.

Enter your application number and date of birth, and click 'Click Here To Calculate Fee' to know your driving licence restest fee.

Your fee details will be displayed on the table under 'Transaction Details'.

Next, enter your payment details under Payment Options and click 'Pay Now'.

Verifying The Payment Status Of Your Driving License Charges

Visit the Sarathi Parivahan portal.

Scroll down to the bottom of the page and choose your respective state from the dropdown list.

Hover over the Fee Payments tab and click on 'Verify Payment Status'.

Enter your application number, date of birth, and the correct captcha onto the given field.

Click 'Verify', and you will be shown your driving licence fee payment status.

Is a Driver's Licence Necessary to Get Motor Insurance in India

Yes, you must present your driver's licence along with your other KYC documents when you purchase a motor insurance policy at Tata AIG. This applies to all vehicle categories, and having at least third-party insurance for your vehicle is mandatory.
