PMEGP, also known as the Prime Minister’s Employment Generation Programme, is a scheme launched in 2008 by the Ministry of Micro, Small, and Medium Enterprises (MSME). The scheme's objective is to create employment opportunities by supporting the establishment of new enterprises.

Low Personal Investment
One of the major benefits of the PMEGP scheme is the low investment required. You do not have to fund the entire project by yourself. The beneficial contribution to the project under the scheme is minimal. For instance, if you are from the general category, then you need to invest 10% of the total project cost, and the PMEGP scheme covers the rest.
Attractive Margin Money Subsidy
Under the PMEGP scheme, the government provides a subsidy that is adjusted as margin money against the bank loan after the enterprise has successfully operated for three years. The subsidy amount varies based on the applicant's category and the business's location. For special categories such as SC and ST, the subsidy is 25% in urban areas and 35% in rural areas.
High Loan Limits for Setup
Under the PMEGP application, you get a high loan limit for business set-up. The amount for the manufacturing sector can go up to ₹50 Lakh. While for the service or business sector, it can be up to ₹20 Lakh. To apply for a loan under the PMEGP scheme, individuals do not need to have any specific educational qualification or background up to a certain limit. For the manufacturing sector, you can set up project costs of up to ₹10 Lakhs without an educational certificate. However, for the service sector, the cost of setting up a project with no educational background is ₹5 Lakhs.
Second Loan for Expansion
Lastly, one major benefit of the PMEGP loan scheme is the flexibility to take second loans if you want to expand your business. This is for entrepreneurs who already have a successful PMEGP unit but want to expand it. Under this, the manufacturing sector can get up to ₹1 Crore for the second loan, while the service sector can get up to ₹25 Lakhs.
PMEGP Loan Eligibility Criteria
Before filling out the PMEGP online application form, business owners need to meet the following eligibility criteria:
- Individuals aged 18 years or above can apply for the scheme.
- There is no income limit for availing PMEGP benefits.
- Applicants seeking a loan of more than ₹10 lakh for manufacturing projects or more than ₹5 lakh for service or business projects must have passed at least Class 8.
- The scheme provides financial assistance only for new business ventures and does not cover existing enterprises.
- Self-Help Groups (SHGs), including BPL groups that have not received benefits under any other government scheme, are eligible to apply.
- Registered societies, production cooperative societies, and charitable trusts can also avail the scheme benefits.
- Existing units or businesses that have already received a government subsidy under PMRY, REGP, or any other Central or State Government scheme are not eligible for PMEGP assistance.
Step by Step Procedure for Filing Out PMEGP Online Application
Applicants can apply for the loan under the scheme either online using the PMEGP portal or by visiting the office in person. Here are both online and offline processes for applying for a loan under the PMEGP scheme.
Procedure to Apply for PMEGP Loan Online
- Step 1: To apply for a loan, visit the official PMEGP website.
- Step 2: Navigate to the “Application for New Unit” option and then hit the “Apply” button.
- Step 3: Fill out the application form correctly, then click the “Save Application Data” option.
- Step 4: Upload the required documents, including your project report and supporting certificates, and submit the application.
- Step 5: The District Industries Centre (DIC) or KVICor KVIB office verifies the application details and forwards it to the selected bank for further processing.
- Step 6: After the bank sanctions the loan, the eligible money from KVIC will be released upon project verification.
Procedure to Apply for PMEGP Loan Offline
- Step 1: Fill out the [PMEGP application form](https://www.kviconline.gov.in/pmegpeportal/dashboard/notification/Drfat signed.pdf) correctly.
- Step 2: Submit the filled application form to the KVIC, KVIB, DIC or Coir Board Officers of the State.
- Step 3: After submitting the application form, the applicant will receive the acknowledgement receipt from the board.
- Step 4: The respective board will verify the claim and supporting documents and, upon approval, will forward them to the bank for further processing.
- Step 5: After verification, the bank will release the eligible funds.
Documents Required for PMEGP Application
Applicants must upload the necessary documents while submitting the PMEGP application for verification. These include:
- Caste certificate, if applicable
- Rural area certificate
- Detailed project report
- Educational qualification, Entrepreneurship Development Programme (EDP), or skill development training certificate
- Registration certificate
- An authorisation letter or a copy of the bye-laws permitting the Secretary or authorised representative to apply
- Special category certificate, if applicable
PMEGP Subsidy Structure

Sector Excluded Under PMEGP Scheme
The following businesses and activities are not covered under the PMEGP scheme:
- Businesses related to meat processing, canning, or serving slaughtered meat products.
- Manufacturing or sale of tobacco and intoxicating products such as beedis, pan, cigars, cigarettes, and liquor. Hotels or eateries serving alcohol are also excluded.
- Agriculture and plantation-based activities, including tea, coffee, rubber cultivation, sericulture, horticulture, floriculture, poultry farming, and harvesting machinery.
- Manufacturing of polythene carry bags thinner than 20 microns or recycled plastic bags and containers used for storing or packaging food items.
- Industries involved in processing Pashmina wool, hand spinning, hand weaving, or similar activities that already receive benefits under the Khadi Programme.
- Rural transport services, except for Auto Rickshaws in Andaman & Nicobar Islands, House Boats, Shikaras and Tourist Boats in Jammu & Kashmir and Cycle Rickshaws.
