To apply for a minor's passport, a parent or legal guardian may do so. To put it another way, a minor's passport cannot be issued without the permission of either the parent or the legal guardian.

The procedure to apply for a minor's passport is as follows:

Minors aged 15 to 18:

2. Children of parent(s) having a current passport that has the spouse's name endorsed:

• Evidence of current address

• Authenticated photocopies of either or both parents' passports

3. Those who have parent(s) who live abroad:

• Evidence of current address
• Evidence of birthdate
• A declaration that attests to the information provided in the application according to Annexure D.
• Verification of the information provided in the application according to Annexure C. (Note: Annexure C is necessary if Annexure D cannot be established or if one parent still needs to provide approval.)

4. Adopted children from Indian parents:

• Evidence of current address
• Evidence of birthdate
• a confirmation of the information provided in the application as per Annexure D.
• A legally binding adoption decree with the child's photo attested adequately by the court.
• A court order granting adoption or guardianship and authorising the kid to be taken beyond the country is required in the cases of Christians, Muslims, and Parsis OR a plain-paper declaration attesting to the adoption.

5. Adopted children from foreign parents:

• Evidence of current address
• Evidence of birth date CARA Certificate of No Objection
• a copy of the guarantee signed in front of the relevant court
• Court decision or judgement regarding a legal guardian

6. Children under the age of 18 whose parents have separated:

• Evidence of current address
• Evidence of birthdate
• A confirmation of the information provided in the application as per Annexure D.
• A certified copy of the court order granting the applicant's parent custody of the kid.

7. Children raised solely by one parent (Children born outside of wedlock):

• A statement attesting to the information provided in the application according to Annexure C. Children of single parents whose deceased parent is also a parent:

• A statement attesting to the information provided in the application according to Annexure D. The first spouse's death certificate.

8. When one parent makes a minor's passport application because the other parent has not approved, or when a guardian makes the application because one or both parents have not given consent, the following documents must be submitted:

9. When a legal guardian applies for a passport on behalf of a minor:

• Evidence of current address
• Evidence of birthdate
• A statement attesting to the information provided in the application according to Annexure D. Court order about the legal guardian

10. Students who live elsewhere than where their parents currently reside:

• For full-time courses, government-recognized educational institutions must provide a student identity card.
• Open letter on company letterhead from a college accredited by the UGC.

11. To obtain a passport for a surrogate child:
