Maharashtra is a prominent state in India and houses some of the most busy and important cities in the country, like Mumbai, Pune, and Aurangabad.

According to research, there were 4.09 crore vehicles in the state in January 2022, out of which more than 42 lakh vehicles were there in Maharashtra’s state capital, Mumbai. All the vehicles in Maharashtra are guided by The Motor Vehicle Act 1988.

Having the necessary documents when driving a commercial or private vehicle is essential for every vehicle owner in India. There are a few documents that you need to always carry when riding/ driving a vehicle, like a valid driving licence, two-wheeler or four-wheeler insurance, and the vehicle registration certificate (RC).

In this article, we will discuss everything you need to know about the registration certificate for your vehicle and how you can check the RC book status Maharashtra, among other things.

What is a Registration Certificate?

When a vehicle is registered, its details are recorded in the Regional Transport Office (RTO) database, and a certificate is issued for the vehicle, confirming its legal and authorised registration.

The earlier RC books have now been replaced with the RC Smart Cards, which are relatively easier to carry and are tamper-proof. The RC Smart Cards have a digitised chip, which provides all the data about the vehicle RC in a computerised manner. The data can be changed by the issuing RTO whenever required, which makes the process faster, more convenient, and more transparent.

The RTOs of every state are responsible for issuing the RC for every vehicle registered in the state. The details contained in a typical registration certificate are:

  • Vehicle registration authority details

  • Registration number and the date of registration for the vehicle

  • Vehicle class

  • Vehicle brand

  • Vehicle model

  • Month and year of manufacture

  • Type of fuel used in the vehicle

  • Vehicle’s cubic capacity

  • Vehicle’s chassis number and engine number

  • Vehicle’s dry weight

  • Validity and expiry date of the RC

  • Vehicle fitness information

  • Vehicle insurance information

  • Vehicle owner name

If you want to sell your vehicle outside the jurisdiction of the registering authority under which the vehicle is registered, you need a No Objection Certificate (NOC) from the authority.

You must get this clearance certificate to sell the vehicle in another state or within the state of Maharashtra but outside the jurisdiction of the registering authority.

What is RC Status Maharashtra?

The Maharashtra RTO issues the RC for all vehicles registered in the state of Maharashtra. To speed up the vehicle registration process and make it convenient for the citizens, the Maharashtra RTO has digitised the RC process.

You can now check the RC book status, apply for a vehicle RC online, and get all RC details online Maharashtra for a quick and transparent process.

How to Check RC Details Maharashtra to Know Application Status?

Applicants may need to check their RC application status at any time. For this, the Maharashtra RTO has created the facility of online RC book tracking for vehicle owners. There is how you can do it:

  • Visit the official Parivahan website.

  • Select the ‘Vehicle-Related Services’ option from the Online Services section on the page.

  • Select the state of Maharashtra from the ‘Select State’ drop-down menu.

  • Select the RTO under which your vehicle is to be registered and enter the vehicle registration number. Click on the ‘Proceed’ option.

  • Next, select the Status tab on the page. Several options are available at this point. From there, select the ‘Know Your Application Status’ option.

  • Type in your application number and submit it.

  • The vehicle application status and other related information will appear on the screen.

How to Check Vehicle RC Transfer Status in Maharashtra?

If you want to check the status of your vehicle’s RC transfer, you can do it online. To check the vehicle RC transfer status Maharashtra, you can use either your application number or your vehicle registration number. Here are the steps to do both:

Using Application Number

  • The process to check the transfer status for your vehicle RC is similar to the process for checking the RC application status. Here is how you can do it:

  • Visit the official Parivahan website.

  • Select the ‘Vehicle-Related Services’ option from the Online Services section on the Parivahan page.

  • From the drop-down menu having the list of states, select the state of Maharashtra.

  • Select the RTO under which your vehicle is to be registered and proceed to the next step.

  • Select the Status tab on the page. Several options are available at this point. From there, select the ‘Know Your Application Status’ option.

  • Type in your application number and click on the ‘Submit’ option.

  • The vehicle ownership transfer status and other relevant information will appear on the screen.

Using Vehicle Registration Number

  • If you do not remember your RC application number, you can use the vehicle registration number to check the transfer status.

  • Visit the official Parivahan website.

  • Select the ‘Vehicle-Related Services’ option from the Online Services section on the Parivahan page.

  • From the drop-down list of states, select the state of Maharashtra.

  • Select the RTO under which your vehicle is registered.

  • To proceed further, select the Status tab on the page. Several options are available at this point. From there, select the ‘Know Your Application Status’ option.

  • Choose the Registration Number option, type in your vehicle registration number, and click on the ‘Submit’ option.

  • The vehicle ownership transfer status and other information will appear on the screen.

How to Apply for Vehicle RC in Maharashtra?

In Maharashtra, the dealer from whom you have purchased a vehicle is authorised to apply for your vehicle’s registration certificate. You can physically receive the vehicle only after the dealer has completed the registration process.

You can also register your vehicle with the local RTO. Moreover, you can apply for a temporary or permanent registration certificate.

How to Apply for Temporary RC?

A temporary registration certificate is available for a short duration when you purchase a vehicle.

The validity for a temporary registration is usually 30 days, and you can get it if you have purchased the vehicle from a dealer’s showroom. You need to get your vehicle permanently registered within this period to use it legally.

The process to apply for a temporary RC is as follows:

  • Apply for the temporary registration of your new vehicle using Form 20. You can apply with Maharashtra registering authority under whose jurisdiction your vehicle falls or with the vehicle dealer dealing in the sale of new vehicles. The dealer must be recognised by the transport commissioner.

  • Submit copies of the relevant documents (Sale Certificate, Insurance Certificate, and Road Worthiness Certificate).

  • Pay the vehicle taxes and the temporary registration fee as mentioned in the Central Motors Vehicle Rules 1989.

With this, you can get a temporary registration certificate for your vehicle.

Documents Required for a Temporary RC in Maharashtra

  • Registration Application in Form 20

  • Sales Certificate in Form 21

  • Road Worthiness Certificate in Form 22

  • Valid vehicle Insurance Certificate

  • Address proof

  • Pollution Under Control Certificate

  • PAN card copy under From 60 and Form 61

How to Apply for Permanent RC?

You must get a permanent registration certificate for your vehicle before its temporary registration certificate expires. It is illegal to drive a vehicle without a valid RC number, and you can be charged with an e-challan in Maharashtra for it.

You must apply for a permanent Rc number within 7 days of getting the vehicle delivered from the dealer (excluding the time taken in the journey).

Here are the steps to get a permanent RC for your vehicle:

  • Apply under Form 20 for the permanent registration certificate under the Maharashtra RTO authority in whose jurisdiction the vehicle is.

  • Ensure that you apply for the permanent registration certificate before the temporary one expires.

  • If the registration involves Hypothecation, then ensure you transfer the Hypothecation.

  • You can choose the type of registration number you want for your vehicle (General Number/ Fancy Number/ Choice Number).

  • Get confirmation on the usage requirement of the HSRP/ Smart Card.

  • Pay the appropriate registration fee in accordance with the Rule 81 of the Central Motor Vehicle Rules 1989. The fee may vary depending on the type of registration number you choose and the Smart Card.

  • Pay the applicable taxes according to the type of registration number you choose and the Smart Card.

Documents Required for a Permanent RC in Maharashtra

Before you apply for a vehicle registration certificate, you must collect all the necessary documents to ensure your application does not get rejected, which include:

  • CMV Form 20 and Form 22 are to be submitted by the vehicle manufacturer.

  • From 21, issued by the dealer from whom you purchased the vehicle.

  • Dealer’s vehicle receipt

  • Bike or car insurance certificate

  • Vehicle owner’s address proof and date-of-birth proof

  • RC applicant’s affidavit

In the case of hypothecation, a self-attested copy of the vehicle owner and financier’s address proof Form 34.

  • Applicable fees for vehicle registration

  • One-time receipt for road taxes

  • Passport-size photographs of the vehicle owner

  • Design approval copy of STA in case of Trailer or Semi-Trailer.

  • Customs clearance certificate, along with the bond and licence, if the vehicle has been imported.

  • Municipal Corporation parking fee

  • Chassis and Engine pencil print

  • Bonafide Agriculture Certificate if the vehicle is a tractor-trailer unit to be used for agriculture.

  • Permit proceedings for transport vehicles

  • Temporary registration details, if any

How to Apply for RC Renewal?

If your vehicle RC is about to expire, you need to get it renewed not more than 60 days before the expiry date. The process for RC renewal is as follows:

  • Apply for the RC renewal under Form 25.

  • You must apply with the Maharashtra registering authority under whose jurisdiction your vehicle is registered.

  • If there are any taxes due on the vehicle, ensure that you pay them before applying for the RC renewal.

  • Pay the appropriate fees according to the Rule 81 of the Central Motors Vehicle Rules 1989.

Documents Required for RC Renewal

  • Vehicle RC renewal application under Form 25

  • Pollution Under Control Certificate for the vehicle

  • Vehicle’s RC book

  • Vehicle’s fitness certificate

  • The vehicle’s existing RC

  • Proof of updated payment of road tax

  • Valid vehicle insurance certificate

  • Copy of PAN Card under Form 60 and Form 61, as applicable

  • Chassis and engine pencil print

  • Vehicle owner’s signature identification

How to Apply for Duplicate RC Issue?

Since a vehicle RC is an essential document, you cannot take your vehicle out on the rods without it. Therefore, if you have lost the RC or it has got damaged, mutilated, torn, or used up, you must apply for a duplicate RC.

The process to get a duplicate RC is as follows:

If the existing RC for your vehicle gets lost or damaged, you need to inform the Maharashtra registering authority that issued the RC and the police station in the jurisdiction of which the RC loss or damage occurred.

  • Apply for a Duplicate RC with Maharashtra registering authority under which the original RC was issued.

  • Pay the appropriate fees for RC renewal according to the Rule 81 of the Central Motors Vehicle Rules 1989.

Documents Required for RC Renewal

  • RC renewal under Form 26

  • Pollution Under Control certificate

  • Address proof of the vehicle owner.

  • Valid insurance certificate for the vehicle

  • Police certificate

  • Chassis and engine pencil print

  • Registration certificate

  • Vehicle owner’s signature identification

  • Challan clearance from Maharashtra traffic police and enforcement wing of the Transport Department for commercial vehicles

  • Tax clearance from Accounts Department for commercial vehicles

  • Affidavit stating that the original RC has been lost and not impounded

  • Copy of PAN Card under Form 60 and Form 61, as applicable

How to Apply for Diplomatic Vehicle RC?

There are special provisions for the vehicle RC for diplomatic officers and consular officers recognised by the central government. The registering authority registers a diplomatic vehicle RC so that the vehicle is provided with a special registration mark to be displayed on the vehicle.

The registration mark adheres to the provisions of the rules, and the authorities issue a certificate of registration stating that the diplomatic vehicle has been registered under this section.

Suppose a vehicle that has been registered under this section is not used by a diplomatic or consular officer anymore. Such a vehicle ceases to have a diplomatic vehicle RC in such a case.

Here are the guidelines for a diplomatic vehicle RC:

  • An application for a diplomatic vehicle RC is made in triplicate by the consular officer or the head of the mission.

  • The application is made under Form 42 and is addressed to the Maharashtra Registestering Authority through competent authority.

  • You need to pay the application fee according to Rule 81 of the Central Motor Vehicle Rules 1989.

Documents Required for Diplomatic Vehicle RC

  • Application for a diplomatic vehicle registration certificate under Form 42.

  • Vehicle’s Roadworthiness Certificate under Form 22, provided by the vehicle manufacturer.

  • Address proof

  • Valid insurance certificate for the vehicle

  • Pollution Under Control certificate

  • Design approval copy of STA for a Trailer or a Semi-Trailer

  • Temporary RC details, if available

  • Original Sales Certificate from the authorities under Form 21 for ex-army vehicles.

  • Customs Clearance Certificate, licence, and bond for imported vehicles.

How to Download RC Online

You can download and print your RC and RC using the Parivahan website and the Digilocker service. Here are the steps for both

Using the Parivahan Website

  • Visit the official Parivahan website.

  • From the ‘Online Services’ tab, select the ‘Vehicle Related Services’ option.

  • Choose your state as Maharashtra from the drop-down menu.

  • Log in to the website. If you do not have an account, register and log in.

  • After logging in, enter your vehicle registration number and select ‘State RTO’ from the drop-down menu.

  • Go to the ‘Download Document’ option and click on ‘RC Print.’

  • Enter the vehicle registration number and chassis number and validate the details.

  • You will receive an OTP on your registered mobile number through an SMS.

  • Enter the OTP for authentication, and you can download your vehicle RC from the PDF file displayed.

Using the Digilocker Service

  • Visit the Digilocker website or the Digilocker app.

  • If you do not have a Digilocker account, create one using your Aadhar details.

  • If you have an existing Digilocker account, log in using your Aadhar details and security PIN.

  • Click on the ‘Issued Documents’ option on the home page. From here, go to the ‘Get More Issued Documents’ option.

  • Choose the Ministry of Road and Transport.

  • Click on the ‘Registration of Vehicles’ option.

  • Enter the vehicle’s registration number and chassis number.

  • Click on the ‘Get Document’ option.

  • Go back to the ‘Issued Document’ option, and you can now download and print your RC book.

Change of Address in RC

Under the Motor Vehicles Act 1988, you can get your address changed on your vehicle RC using the following steps:

  • The registered owner of a vehicle can apply for an address change on the vehicle RC within 14 days of the change of address.

  • The application must be filed under Form 33.

  • You need to pay the application fee according to Rule 81 of the Central Motor Vehicle Rules 1989.

Documents Required for Change of Address in RC

  • Application for change of address under Form 33.

  • Certificate of registration for the vehicle

  • Proof of the new address of the vehicle owner

  • Smart card fee

  • Pollution Under Control certificate

  • Valid vehicle insurance certificate

  • NOC from the financier in case of hypothecation

  • Copy of PAN card under Form 60 and Form 61

  • Chassis and engine pencil print

  • Vehicle owner’s signature identification

Endorsement of HP

A vehicle’s endorsement of HP means an application for its hire-purchase, lease, or hypothecation agreement in its vehicle RC.

You can file an application for making an entry for the hire-purchase, lease, or hypothecation agreement in the vehicle’s registration certificate under Form 34. ZEnsure that the application should be duly signed by the vehicle owner and the financier.

Cancellation of HP

The termination or cancellation of HP means an application for the cancellation of the agreement for hire-purchase, lease, or hypothecation agreement in its certification of hypothecation. You can apply for a cancellation of the agreement for hire-purchase, lease, or hypothecation agreement under Form 35.

Ensure that the application should be duly signed by the vehicle owner and the financier. Additionally, provide a confirmation if the cancellation is due to non-repayment to the financier. In this case, the RC should be issued in the financier’s name.

Reassignment of Vehicle

If your vehicle is registered under a particular state and you have been using it in another state for a period of over 12 months, you must apply for a new registration mark with the registering authority under whose jurisdiction the vehicle is currently being used.

You must present this registration mark to the registering authority under which the vehicle is registered. Apply for a new registration mark within 12 months of reassignment of the vehicle under Form 27..

Registration Certificate and Motor Insurance

Motor insurance is necessary to get a vehicle registration certificate. Without a valid bike or car insurance policy, you cannot get your vehicle RC.
