The purpose of the Haryana RTO office, as stated in Section 213 (1) of the Motor Vehicles Act of 1988, is to aid residents in obtaining the assistance they require with regard to various issues involving the registration and licensing of their vehicles. The Motor Vehicles Act of 1988 also gives the HR RTO the vital responsibility of implementing several regulatory functions. The Commissioner of Transport takes charge of the RTO Office in Haryana.

The Haryana RTO code differs for every RTO office in the state. Therefore, several RTO offices are scattered all over the state to ensure that people find an office close to them no matter where they are. Issuing Permits
The RTO office must hand out driver’s licences, learner’s licence, commercial licences and other permits. Tourist, transit and professional licences are also issued at an RTO office.
Registering your Vehicle
If you wish to opt for Haryana car registration, transfer ownership of your car, transfer your car to a different state or change your registration details, you need to get all of it done at the Haryana RTO office.
Haryana RTO Vehicle Information
The RTO office in Haryana will have a repository of all cars registered under the RTO, as well as, information on everything you need to do before you can drive your vehicle on the road or maintain it as per the law. This information will also be available on the website mentioned above.
Examination of Vehicles
Your vehicle needs to be regularly monitored to keep up with the environmental compliance laws and ensure your vehicle is not harming the environment. This examination is also done at the RTO office.
Tax Collection
The duty of collecting Road Tax on behalf of the State Government also lies with the RTO office. They also have to resolve any issues on behalf of the Motor Vehicle Division and collect costs for vehicle inspection.
How to Register a Vehicle at HR RTO?
Most people prefer to get their vehicles registered at the dealer's office when buying their vehicles. However, if you do not wish to register your vehicle at the dealership, you can also get it done at an RTO office. Just follow the steps below to do so;
Step 1 - Take your car and visit the nearest RTO office in Haryana.
Step 2 - Ask for Form 20 from the counter and fill it out. You will need to provide the following with the form:
- Registration fees
- Interim form 20 given to you by your vehicle dealer
- PUC certificate
- Current address proof
- Xerox of your Pan Card
- Sale certificate of your vehicle
- Passport size photographs
- Form 34 is you have purchased your vehicle on a loan

Step 3 - The officer at the counter will check the documents attached by you, and if everything is in place, you will be taken to pay the registration fees.
Step 4 - After verification and payment, you will receive a smart card to use as your registration certificate. Usually, the smart card is sent to your registered address a few days after the verification is completed.
How to Renew a Registration Certificate in Haryana?
In Haryana, you need to renew your registration certificate every 15 years for private vehicles and every 2 years for commercial vehicles. The re-registration process needs to be initiated at least 60 days before the expiration of the registration certificate. To renew your registration certificate, you need to visit any Haryana RTO office with the following documents;
- Duly filled out Form 25
- Proof of Road Tax payment
- Fee for re-registration
- Pollution Under Control (PUC) Certificate
- Current car insurance
- Fitness certificate
- Previous registration certificate
You will need to submit your car to the RTO office where it will be inspected. If your car clears the inspection, your registration will be
renewed.
Documents Required to Register a Vehicle in Haryana
The full list of documents you will need to present to register your vehicle at the Haryana RTO office are as follows:
- Form 20, which is your vehicle registration form
- Form 21, which is your sales certificate in case of a second-hand car
- Form 28 or a NOC in case the vehicle is bought in a loan
- Form 22A, or safety emissions certificate
- NOC from the state you are bringing your car if you are taking your vehicle from one state to another
- Your purchase invoice from your dealer
- Temporary registration number for new vehicle registration
- Identification proof- PAN Card, Aadhaar Card, Voter’s ID, Passport or Driver’s Licence
- 3 passport size photographs
- Two-wheeler or four-wheeler insurance
- Pollution Under Control (PUC) Certificate
- Customs bills if your vehicle is imported
- Sales Tax Clearance if you bring your car from one state to another
