In India, you are issued two types of driving licences: A learner's licence and a permanent licence. They are both mandated legal documents under the Motor Vehicle Act of 1988, but you can only hold one of the two at any given time.

To put it simply, all vehicle owners and prospective motorists must apply for a Bihar learner licence first and then proceed to apply for a permanent licence.

What is a Bihar Learner's Licence?

A learner's licence is a temporary driving licence that is valid for up to 6 months upon issuance. These are issued by Regional Transport Offices (RTOs) after you successfully complete their STALL test, i.e., the learner's licence (LL) test.

It should be noted that you can only apply for a driving licence in Bihar if you have held your LL permit for 30 days.

Moreover, LL permit holders must have a red 'L' painted on a plate/card with a white background on the front and rear of their vehicle. For those learning how to drive two-wheelers, they can only take their driving teacher along as a pillion rider.

Types of Bihar Learner Licences

Bihar Learner's Licence Eligibility Criteria

For Non-Commercial Vehicles: Applicants 18 years and above are eligible to apply for a Bihar for a learner's licence. This applies to all privately owned two-wheelers, four-wheelers and three-wheelers.

For Motorcycles (Non-Geared): Applicants 16 years and above can apply for a learning licence in Bihar for motorcycles with engine capacities not exceeding 50cc, i.e., non-geared motorcycles. They must also have written consent from their parents or legal guardians to be eligible.

For Transport Vehicles: Applicants should be 20 years and above. They must also have held a driving licence for a light motor vehicle for at least 1 year. This condition, however, does not apply to e-carts or e-rickshaws with battery power below 4000 watts.

Documents Required for Learning Driving License in Bihar

Learner's Licence Form 2

Passport-sized photographs (recently taken).

Address Proof (Aadhar, passport or utility bills that state your address, etc.)

Age Proof (birth certificate, HSC mark sheet, Voter ID, etc.)

Additional Documents:

For Transport Vehicles: Form 1A (Medical Fitness Certificate).

For Adapted Vehicles: Disability certificate (if any) and Form 1A.

Bihar Learning Licence Apply: Online and Offline Application Processes

Bihar Learning Licence Online Application Process

Step 1: Visit the Parivahan website.

Step 2: On the top tab, Click "Online Services" and then click "Driving Licence-Related Services".

Step 3: Select "Bihar" from the dropdown.

Step 4: You will be redirected to the Bihar Transport Department website. Click "Apply for Learner Licence" and Click "Continue".

Step 5: Select your applicable category and nearest RTO from the dropdown. Next, enter your mobile number and subsequent OTP sent via SMS.

Step 6: Fill out the online application form and upload the necessary documents.

Step 7: Submit your application and pay the Bihar learning licence fees. Ensure you download the application receipt once your payment has been processed. You will need the application number printed on it to take the LL test.

Step 8: After this, you can proceed to take your LL test by going back to the homepage and clicking on "Online LL Test (STALL)". It is an online multiple-choice test that requires a minimum score of 60% to pass.

Step 9: Upon passing, you can download your learning licence in Bihar by hovering over the Learner Licence tab and then selecting Print Learner Licence (Form 3).

Bihar Learner Licence Offline Application Process

Step 1: First, download Form 2 from the Parivahan website. Fill out the application form carefully.

Step 2: You can also fill out the form online on the Bihar Transport Department website and print it by hovering over the Others tab and selecting Print Application Forms.

Step 3: Next, visit your nearest RTO office with the printed form and your supporting documents. Enquire about the Bihar learner licence application process at the front desk.

Step 4: Submit all your documents and pay the fees. You will be booked for an appointment slot to take your LL test. Ensure you request and maintain your application receipt. You will need to present it when taking your test.

Step 5: Show up for your LL test on the appointed date and take the test. After passing, you will be issued your Bihar learner licence via post, or you can pick it up at the RTO.

Step 6: You can also reschedule your appointment by going to the homepage of the Sarathi website and clicking on Cancel LL Test Slot under Appointments. You can then book another appointment by clicking on LL Test Slot Booking.
