Learning License in Tamil Nadu

A learner licence is a temporary licence valid for up to 6 months. It is issued by Regional Transport Offices (RTOs) upon successfully completing a driving test. You can apply for a permanent driving licence after 30 days of holding your learner's licence.

Moreover, if you hold a learner's licence, you must have a red 'L' painted on a plate or card on a white background on the front and rear of your vehicle. If you are learning to drive a two-wheeler, you can only take your driving teacher along as a pillion rider.

You perform an LLR application online in Tamil Nadu for several vehicle types, such as:

Motorcycles with and without gear (Bikes, scooters, mopeds, etc., with engine capacities of up to or exceeding 50cc.)

Transport or Commercial Vehicles (Buses, taxis, goods carriers, or auto-rickshaws)

Light Motor Vehicles (Vehicles under 7500 kg; cars, omnibus, vans, etc.)

Heavy Goods Vehicle (Vehicles over 12,000 kg; tractors, road rollers, etc.)

Invalid Carriages or Adapted Vehicles.

Other Motor Vehicle of a Specified Description

For All Non-Commercial, Privately Owned Vehicles: Applicants who are 18 years or older are eligible to apply for a learner's licence. This applies to two-wheelers, four-wheelers and three-wheelers.

For Motorcycles (Only Non-Geared): Applicants 16 years or older are eligible to apply for a learner's licence for motorcycles with engine capacities not exceeding 50cc. This is only possible if they have written consent from their parents or legal guardians.

For Transport Vehicles: Applicants 20 years or older. The applicant must also have held a driving licence for a light motor vehicle for a minimum of 1 year to be eligible. This rule does not apply to e-carts or e-rickshaws.

Passport-sized photograph (recently taken).

Age proof (birth certificate or other IDs stating your age)

Address proof (Aadhar, passport, PAN, etc.)

Additional Documents:

For Transport Vehicles: Form 1A (Medical Fitness Certificate).

LLR Application Online in Tamil Nadu Through Parivahan

Step 1: Visit the Parivahan Sewa website.

Step 2: Click on "Online Services" on the top tab and select "Driving Licence-Related services."

Step 3: Select "Tamil Nadu" from the dropdown.

Step 4: Click on "Apply for Learner Licence". Click "Continue".

Step 5: Select your category from the dropdown. Eg. If you are an Indian citizen choose with no disabilities, choose "General". Next, choose one of the 3 applicable options and Click "Submit".

Step 6: Select "Submit via Aadhar Authentication" if you hold a valid Aadhar. If you do not, you will need to visit the RTO for document verification and to take the LL test in person.

Step 7: Enter your Aadhar number and subsequent OTP sent via SMS. Check all boxes and click "Authenticate".

Step 8: Fill out the application form and upload the required documents.

Step 9: Pay your LLR amount in Tamil Nadu and download the payment receipt once payment is confirmed.

Step 10: Next, you can proceed to take the LL test. It is a computer-based multiple-choice test that requires a minimum score of 60% to pass.

Step 11: On passing the test you can proceed to download your LLR online in Tamil Nadu.

Offline Application Process for LLR in Tamil Nadu

Step 1: Visit the National Government Services Portal and download the Application Form for Grant of Learner's Licence in Tamil Nadu.

Step 2: Fill out the application form carefully.

Step 3: Visit your nearest RTO Tamil Nadu office with the completed form and your supporting documents and enquire about the LLR Tamil Nadu application process.

Step 4: Submit your documents and pay the fees. You will be allotted a specific time and date to take your LL test. Ensure you maintain your application receipt.

Step 5: Show up for your LL test on the appointed date. You need a score of 60 or over to pass. Upon passing, you will be issued your learner's licence via post, or you can pick it up at the RTO.

Partial Offline Method for LLR in Tamil Nadu (For Those Without Aadhar)

Step 1: Visit the Tamil Nadu Transport Department website.

Step 2: Click on "Apply for Learner Licence". Click "Continue".

Step 3: Select your category from the dropdown and Click "Submit".

Step 4: Select "Submit Without Aadhaar Authentication". Click "Submit".

Step 5: Enter your mobile number and subsequent OTP. Click "Authenticate With Sarathi".

Step 6: Fill out the application form, upload your documents, pay the fees and proceed to book an appointment at your nearest RTO. Ensure you download your application receipt to keep it as proof of payment.

Step 7: You can book or reschedule your appointment by hovering over the Appointments tab. Click on LL slot enquiry to check for available appointment slots and LL Test Slot Booking to book your appointment.

Step 8: Show up to your appointment and time to take the written test. Upon passing, you will be issued your TN learner's permit via post, or you can pick it up at the RTO.
