The applicant must be a citizen of India.

The applicant must be aware of the mandatory traffic rules and regulations of Delhi.

To apply for a learner’s licence for light motor vehicles, the applicant must be at least 18 years of age.

To apply for any of the learner’s licence for motorcycles, the applicant must be at least 16 years of age.

For a commercial vehicle learner’s licence, the applicant must be at least 20 years of age.

Process to Apply Learning Licence Delhi Online Through Parivahan

Visit the Parivahan website.

From the homepage, navigate and select “Online Services” from the top tab, and click on “Driving Licence-Related Services” from the dropdown list.

On the next page, select your state as “Delhi” to proceed.

From the list of services, select “Apply for Learner Licence” and then select “Continue” on the next page.

For the list of questions on the screen, select the category “General” and tick on the first option, stating “Applicant does not hold any Driving/Learner licence issued in India” under it.

Complete the Aadhaar KYC if you have it handy. This will allow you to take the test online at home. However, if you do not have an Aadhaar card, you can still complete this step and take the test offline at the RTO, as no online option is available.

Once Aadhaar authentication is completed, proceed to fill out the learner’s licence application form on the screen.

After completing the form, upload the necessary documents and click on “Submit” to proceed.

Make the necessary application fee payment using one of the available payment methods.

Once you have completed the Aadhaar authentication, you will receive a link for the LL online test on your mobile number.

If you have not completed the Aadhaar authentication, you will need to book your offline learning licence Delhi test by choosing one of the available slots.

Now, complete the online test or offline test in person.

After a thorough evaluation, if your LL is approved, you can download a learning licence in Delhi from the Parivahan website or request for home delivery.

Offline Application Process for Learning Licence in Delhi

Go to the nearest Regional Transport Office in Delhi.

Ask at the reception counter for Form 2. Alternatively, you can download the necessary application forms from the Parivahan downloadable forms page or the Government of NCT of Delhi Transport Department website.

Once you have the required form, fill it out carefully and add all the accurate information.

After completing the form, attach the necessary documents and submit the same to the officer in charge.

Make the application fee payment in cash or any other available payment mode, and collect the proof of payment.
