The southern state of Karnataka, much like any other Indian state, requires all private vehicle owners to register their vehicles at a local or state RTO (Regional Transport Office) within a week of purchase to get their vehicle Registration Certificate (RC) issued.

According to the Motor Vehicles Act, this is legally mandatory for anyone who wishes to drive their vehicles on public roads and highways in Karnataka. If you are caught driving without an RC, it can result in fines or even imprisonment, depending on the circumstances.

What is a Registration Certificate?

A registration certificate (RC) is a legal document issued by a Regional Transport Office (RTO) to the registered vehicle's owner. As stated, anyone that has recently bought a new vehicle must get it registered at an RTO within a week's time.

You must have it updated if you have recently moved to another state to change the address displayed on your RC (within 14 days of location change) or sold your vehicle. In Karnataka, vehicles must be re-registered within 30 days of entering the state.

In short, an RC is a document issued by an RTO that is used to identify the vehicle owner and provide proof of vehicle ownership. You must have a valid RC to drive anywhere in Karnataka or risk being fined or imprisoned.

  • Click 'Online Servies' on the top tab and click 'Vehicle-Related Services'.

  • Select your state of residence, in this case, 'Karnataka', from the dropdown.

  • Enter your registration number, select your RTO from the dropdown, and click 'Proceed'.

  • Click on the 'Status' tab on the far right corner of the top tab and click 'Know Your Application Status'.

  • Enter your application number or registration number and the correct captcha.

How to Check Your RC Transfer Status in Karnataka?

Before this, you must have submitted your Transfer Of Ownership (TO) application either online or in person. After completing the application process, you will receive an application number that you can use to view your RC transfer status in Karnataka.

- Using Application Number

  • Visit the Parivahan official portal.

- Using Vehicle Registration Number

For this process, you must follow the same steps mentioned above. However, you must select the 'Vehicle

Registration No.' option to use your vehicle registration number.

If you are new to this or do not remember the process, here is how to check your RC transfer status in Karnataka using your vehicle registration number.

  • Visit the Parivahan official portal.

  • Click 'Online Services' on the top tab and click 'Vehicle-Related Services'.

How to Apply for a Vehicle RC in Karnataka?

In Karnataka, you are legally mandated to have a valid RC for your vehicle if you wish to drive it anywhere. With that being said, you can get two types of RCs for your vehicle:

- Temporary RC: Applied on behalf of the vehicle owner by the dealership on purchase.

- Permanent RC: Registration application is made by the vehicle owner.

The permanent and temporary registration processes must be done in person at a local or state RTO. You must present all of the proper forms and supporting documents and pay the corresponding registration fee and charges.

- How to Apply for Temporary RC in Karnataka?

The dealership applies for a temporary RC on your behalf. It is a unique registration number used to identify the newly purchased vehicle, which is valid for a maximum of 1 month. After which, you must apply for a permanent RC registration.

If you can not get a permanent RC in time, you can apply for an extension on your temporary registration to the registering authority. You must specify the reason and period for which the extension is required.

This can be done a maximum of 2 times, with repeated extensions requiring additional fees and penalties.

- Documents Required for Temporary RC

  • Application in Form 20.

  • Sales certificate in Form 21.

  • Roadworthiness certificate in Form 22.

  • Motor insurance certificate.

  • Address Proof (Ration card, Utility bills etc.).

  • Pollution under control (PUC) certificate.

  • Copy of your PAN card of Form 60 and Form 61 (as applicable).

Documents for an Extension of Temporary Registration:

  • Sales certificate in Form 21

  • Roadworthiness certificate in Form 22 from the manufacturers

  • For vehicles where the body is fabricated separately, Form 22A.

  • Pollution under control (PUC) certificate.

  • Motor insurance certificate.

  • Address Proof (Ration card, Utility bills etc.).

  • Design approval copy of STA in case Trailer or Semi-Trailer

  • Original sales certificate in Form 21 from the concerned authorities.

- How to Apply for Permanent RC?

You must apply for a permanent RC within a week of getting your newly purchased vehicle as per the CMVR (Central Motor Vehicles Rules). This is because you must always have a valid RC on hand to drive your vehicle anywhere in Karnataka.

Here is how you apply for a permanent RC in Karnataka:

  • Visit your local RTO with your newly purchased vehicle (to be examined by RTO authorities).

  • Approach the front desk with your duly filled Form 20 and supporting documents.

  • Confirm whether your vehicle requires hypothecation (Form 34, In the case of a loaned vehicle).

  • Confirm the type of registration number for your vehicle (Fancy number/Choice number/General number).

  • Confirm the requirement for a smart card. In Karnataka, you will be issued paper documents/printouts for your RC.

  • Pay your registration fees and any additional taxes required to complete the process.

Your permanent RC will be dispatched to your residential address within 7 working days. Once received, you must check your RC status in Karnataka using the abovementioned steps. It will be valid for 15 years, after which you must get it renewed every 5 years.

- Documents Required for Permanent RC

  • Application Form, Form 20.

  • Sales Certificate Form, Form 21.

  • In the case of ex-army vehicles, the original sales certificate from the concerned authorities must also be attached to Form 21.

  • Temporary registration (if any).

  • Roadworthiness certificate from the manufacturers, Form 22.

  • For vehicles where the body is fabricated separately, Form 22A. (e.g. goods or commercial vehicles, buses, etc.).

  • Pollution Under Control (PUC) certificate.

  • Valid motor insurance certificate.

  • Proof of address (Ration card, Electricity bill etc.).

  • Copy of PAN card of Form 60 and Form 61 (as applicable).

  • Design approval copy from State Transport Authority (STA) in case of trailer or semi-trailer.

  • Passport-size photographs.

  • Dealer and manufacturer invoice.

  • Proof of Date of Birth (Birth Certificate).

  • Custom's clearance certificate along with licence and bond in case of imported vehicles.

  • Form 34 in case of HP endorsement.

  • Permit proceedings in case of transport vehicles or commercial vehicles.

  • Chassis & Engine Pencil Print.

  • Bonafide agriculture certificate issued by Tehsildar for registration of tractor-trailer units used for agriculture.

  • Form-A under Taxation Act, 1997.

How to Apply for an RC Renewal in Karnataka?

Once your 15-year validity period is up, you must get your Karnataka RC renewed every 5 years. Renewal is only possible once your vehicle passes the RTO's inspection. In other words, you can only renew your vehicle if it is still in good working condition.

Your RC must be renewed not more than 60 days before its expiry date. Here is how you can renew your RC status in Karnataka:

  • Visit the Vahan Services portal.

  • Enter your registration number, select your RTO from the dropdown and click 'Proceed'.

  • Click the 'Services Tab', click 'RC Related Services’ and click 'Renewal of Registration'.

  • Enter your vehicle registration number and chassis number (last 5 characters).

  • Click 'Verify Details' and fill out the online application form and pay the application fee.

  • Once your payment has been verified, print your payment receipt and your application letter.

- Documents Required for an RC Renewal?

  • Application in Form 25.

  • Pollution Under Control (PUC) certificate.

  • RC booklet, smart card or paper form.

  • Certificate of registration.

  • Fitness certificate.

  • Proof of the payment of up-to-date road tax.

  • Motor Insurance certificate.

  • Copy of PAN card or Form 60 and Form 61 (as applicable).

  • Chassis & Engine Pencil Print.

  • Signature Identification of the vehicle owner.

How to Apply for a Duplicate RC Issue?

A duplicate RC must be acquired if your original RC is lost, stolen or damaged in any way.

  • You must file a report at the police station in your jurisdiction of this fact when this happens. It must also be relayed in written form to your registering authority when you apply for a duplicate RC.

  • With the written report from the police station, you must apply for your duplicate RC with Form 26 and your supporting documents.

  • Lastly, you must pay the appropriate fees to complete the registration process.

You will receive your duplicate RC within 15 - 30 days of application.

- Documents Required for a Duplicate RC Issue?

  • Application in Form 26.

  • Police Certificate.

  • Pollution Under Control (PUC) certificate.

  • Motor Insurance certificate.

  • Proof of address.

  • Copy of PAN card or Form 60 and Form 61 (as applicable).

  • Chassis & Engine Pencil Print.

  • Signature Identification of the owner.

  • Affidavit stating that RC is lost and has not been impounded.

  • Challan clearance from traffic police and Enforcement Wing Transport Department for commercial vehicles

  • Tax clearance from Accounts Department in commercial vehicles.

How to Apply for Diplomatic Vehicle RC?

Government officials recognised by the Central Government must apply for a special diplomatic RC status in Karnataka. This is because a diplomatic RC assigns a unique identifier or a special registration mark to be displayed on vehicles, identifying them as government vehicles.

Here is a rundown of the application process:

  • Applications for diplomatic RCs are made on behalf of the diplomatic officer or consular officer by the head of the mission or consular officer.

  • The application will be made through Form 42 in triplicate and addressed to the registering authority through the Competent Authority of the officer concerned.

  • The appropriate fee and tax, as specified in rule 81 of the CMVR, must be paid to complete and verify the process. If the vehicle is no longer owned by a 'diplomatic officer' or 'consular officer', the diplomatic RC assigned to that vehicle will be terminated or cease to be effective.

  • Documents Required for a Diplomatic Vehicle RC?

  • Application in Form 42.

  • Roadworthiness certificate in Form 22 from the manufacturers.

  • For vehicles where the body is fabricated separately, Form 22A.

  • Pollution Under Control (PUC) certificate.

  • Motor Insurance certificate.

How To Download RC Online

  • Through the Parivahan Website:

  • Visit the Parivahan official portal.

  • Enter your registration number, select your RTO and click 'Proceed'.

  • Enter your registration number, select your RTO from the dropdown, and click 'Proceed'.

  • Click on the 'Download Document' tab and Click 'Print Registration Certificate'.

  • Enter your registration number and chassis number (Last 5 characters).

  • Click 'Validate Information' for the page to display your RC form to be printed.

- Through the mParivahan Mobile App:

  • Sign up on mParivahan App using your phone number.

  • You will receive an OTP through SMS that you must enter to register on the app.

  • You will be presented with two options: Driver's License (DL) and Registration Certificate (RC).

  • Click on 'Driver's Licence (DL)' first and enter your DL number to create your virtual driver's licence.

  • Next, click on 'Add To My Dashboard'.

  • Your virtual driver's licence will be added to your dashboard upon providing your date of birth.

  • Select ‘Registration Certificate’ and repeat this process to generate your virtual RC.

  • You will be shown your Karnataka vehicle registration details, like your fitness expiration date, insurance expiration date, and so on.

  • Click 'Add To My Dashboard' to download and print your RC.

Change Of Address In RC

You must update your RC address details whenever you move to another state or city within 14 days of your move/shift. Not doing so can incur penalties and fines. This is because taxes and fee amounts differ across states, and you can not sell your vehicle if it is still registered at your old address.

  • Here is how you can change your RC address online

  • Visit the Parivahan official portal.

  • Enter your registration number, select your RTO and click 'Proceed'.

  • Click on 'Apply for Change of Address'.

  • Enter your registration number, chassis number (Last 5 characters) and click 'Verify Details'.

  • Choose either the 'Mobile OTP' or 'Aadhar' option to authenticate yourself.

  • Enter your OTP, fill in the application form, click 'Save To Draft', and click 'Pay Now'.

  • Next, click 'Confirm Details', enter your payment details onto the site, and click 'Submit' to process your payment.

  • Click on 'Print Receipt' to download and print your payment receipt for future reference.

  • Click on 'Print form CMV Form_33' to check your form details and download it.

  • Next, click 'Upload Document', agree to the terms and conditions and upload the required documents.

  • Click on 'Final Submit' to complete the RC Address Change application process.

  • Your newly updated RC will be delivered to your registered address within 15 - 20 working days.

- Documents for An RC Address Change in Karnataka

  • Application in Form 33.

  • Certificate of registration.

  • New Address Proof.

  • No Objection Certificate (NOC) from financier (in case of hypothecation/loaned vehicle).

Issue Of NOC in Karnataka

An NOC is required if you wish to sell your vehicle outside the jurisdiction of your registered RTO. Here is how you can apply for an NOC online in Karnataka.

  • Visit the Parivahan official portal.

  • Enter your registration number, select your RTO and click 'Proceed'.

  • Click on 'Application For No Objection Certificate'.

  • Enter your registration number, chassis number (Last 5 characters) and click 'Verify Details'.

  • Choose either the 'Mobile OTP' or 'Aadhar' option to authenticate yourself.

  • Enter your OTP, fill in the application form, click 'Save Details' and pay the online application fee.

  • Click on 'Print Receipt' to download and print your payment receipt for future reference.

  • Click 'Print CMV Form_28' to download and print the application form.

  • Click 'Upload Document', agree to the terms and conditions and upload the required documents.

  • Click on 'Final Submit' to complete the NOC application process.

- Documents for Karnataka RC NOC Issuance

Endorsement Of HP

An HP endorsement is added to the RC registration process in Karnataka for an entry of hire-purchase, lease or hypothecation agreement. This is primarily done in the case of loaned or leased vehicles. You must submit Form 34 (signed by you and the financier) with the rest of your application forms and supporting documents to the registering authority during your initial RC registration process.

Cancellation Of HP

An HP cancellation is a termination of the agreement of hire purchase, lease or hypothecation agreement. This is done when your loan payments for the vehicle have either all been paid or if you have failed to keep up with your loan payments to the financier.

You must submit Form 35 (signed by you and the financier) and state the reason for termination, i.e. whether all your dues have been paid or if it is a failure of repayment to the financier. In the case of failure of repayment, you must apply for a new RC under Form 36.

Reassignment Of Vehicle

A reassignment is done in cases where the registered vehicle has been kept in another state for more than 12 months outside the jurisdiction of the registering authority (local or state RTO).

This process is also to be done if you are selling your vehicle and it needs to be moved to another state. The vehicle reassignment must be filed with Form 27 to the registering authority of the state the vehicle resides.

Are Karnataka Vehicle Registration Details Required For Motor Insurance?

You must present your Karnataka vehicle registration details to your insurer before you buy car insurance. You must also present your motor insurance certificate when you apply for a permanent RC in Karnataka.
