Go to the Parivahan website.

From the homepage, find and click on “Online Services” from the top bar and select “Driving Licence-Related Services” from the dropdown menu.

The next page will display a list of services. Select “Apply for Learner Licence” and then select “Continue.”

On the next page, select the category “General” and tick on the option “Applicant does not hold any Driving/Learning licence issued in India” to proceed.
