Indonesian employers must first get approval from the Indonesian government to hire a foreign national, stating the reason for hiring a foreigner over an Indonesian citizen. For this, they need to prepare a Foreign Work Utilisation Plan known as RPTKA, a.k.a Rencana Penempatan Tenaga Kerja Asing.
The employer then needs to submit the RPTKA document to the Ministry of Manpower (MOM) to seek their approval. Additionally, the employer also needs to pay a monthly amount of $100 to MOM for the Development Fund for Expatriate Workers Law (DKPTKA).
Then, employers need to apply for an Indonesia work permit visa for Indian citizens. This permit, known as the IMTA visa (Izin Mempekerjakan Tenaga Kerja), allows Indian employees to work in Indonesia.
The application for this permit is also given to MOM in Indonesia, and the employee needs to provide all their details and necessary documents to their employee to start the application process.
The employers then apply for the VITAS visa (Temporary/Limited Stay Visa) at the Indonesia Investment Coordinating Board (BKPM). Then, the BKPM issues a recommendation letter to the Indonesian Immigration Department.
Finally, employers need to provide the Indian employee with RPTKA and IMTA documents so that the employee can apply for the VITAS visa at the Indonesian embassy/Consulate in India. The VITAS visa allows Indian citizens to enter Indonesia.

KITAS Visa: KITAS or Kartu Izin Tinggal Terbatas is a temporary stay permit issued through a local immigration office by the Immigration Directorate General in Indonesia.
